CEC Huada Electronic Design Co., Ltd. (hereinafter referred to as the HED, was established in June 2002) is a professional IC design company, of which the predecessor was Beijing Integrated Circuit Design Center (established in 1986) under the former Ministry of Electronics Industry. In 2009, through the reorganization of assets by the China Electronics Corporation (CEC) , HED become the wholly owned subsidiary company of China Electronics Corporation Holdings Company Limited which is state-owned enterprise directly under the administration of central government.

HED specialized in IC design and development & sales provides solutions to the customers. Its products are mainly used in smart cards and wireless communications field. HED’s products were used in the second-generation ID card, social security card, fuel card, telecom card, the purchase of electricity cards, transportation cards, wireless networks equipments, etc. where the embedded chip are all from HED.
